Apart from the 100% rule, it is important that there is no overlap in the definition of the sector between different elements of a work structure. This ambiguity could lead to duplication or miscommunication of responsibility and authority. Such overlap could also create confusion in the calculation of project costs. If psP item names are ambiguous, a PSP dictionary can help illustrate the differences between PSP elements. The PSP dictionary describes each component of the PSP with milestones, achievements, activities, dimensions and sometimes dates, resources, costs, quality. Note that, in many cases, work instruction is a binding contract. Corporate framework agreements or consulting/training service contracts defer specific elements of the contract, which are addressed in individual work declarations. The master service contract serves as a master`s contract for the conditions for potentially several SOWs. It sometimes refers to the volume of work. If a project is implemented by contract. B, the domain instruction that is part of it can be used as SOW, because it also clearly and concisely describes the work of the project. The concept of work structure was developed with the U.S. Department of Defense`s (DoD) Technical Assessment and Review Program (PERT).
PERT was introduced in 1957 by the U.S. Navy to support the development of its Polaris missile program. While the term “work structure” was not used, this first implementation of PERT organized tasks into product-based categories. A structural element of work encryption can be a product, data, service or any combination of it. A PSP also provides the framework for detailed cost estimate and control, as well as guidelines for the development and management of schedules. The PSP is organized around the primary products of the project (or the expected results) instead of the work necessary to manufacture the products (planned actions). Since the intended results are the desired objectives of the project, they constitute a relatively stable set of categories in which the costs of the proposed actions that are necessary to achieve them can be met. A well-designed PSP makes it easy to assign each project activity to a single terminal element of the PSP. In addition to its costing function, the PSP also helps to categorize requirements from one level of system specification to another, for example. B a cross-reference matrix that has functional requirements on high or low design documents. The PSP can be displayed horizontally as a structure or vertically as a tree (such as an organigram).
An important design principle for work-sharing structures is called the 100% rule. It was defined as: SOWs are generally included in the government invitation (RFP or RfQ) and are transferred into the final contract, as negotiated with the bidder.
